Our Responsibilities

  • Recommend service standards to the DICT for adoption by all private couriers and their clients.

  • Report to the DICT any "colorum" or unauthorized activities and operators that may harm the Philippine courier industry.

  • Register and maintain a database of all PEMAP members and their geographical locations across the country.

Our Events

  1. PEMAP takes part in the future of skills development

    Today, PEMAP President Alma Rias signed a Memorandum of Agreement for the TVET project, officially making PEMAP an Industry TVET Partner. The signing was graced by DTI Usec. Jean Pacheco and TESDA Sec. Jose Francisco Benitez, and witnessed by PEMAP Corporate Secretary Atty. Ruel Mari—marking a strong commitment to empowering the workforce, uplifting industry standards, and opening greater opportunities for the Filipino people.

  2. PEMAP and DICT towards the digital transformation of delivery services

    The Private Express and Messengerial Association of the Philippines (PEMAP) and the Department of Information and Communications Technology (DICT) discussed partnership opportunities in the growing demand for efficient and reliable delivery services, and the challenges faced by the industry towards standardization. The meeting highlighted the importance of digital transformation within the sector, enhancing service delivery, security, and transparency. This includes the potential for shared digital platforms and streamlined permitting processes. In attendance were the PEMAP Board of Directors and DICT officers Atty. Carlo P. Murcia, Reiji Venturina, and Jaeger Tamaray.

  3. PEMAP partners with the DTI

    In a meeting with Department of Trade and Industry (DTI) Undersecretary Mary Jean Pacheco, PEMAP forms a strategic partnership to bolster the capabilities of DTI's Supply Chain and Logistics Center. This renewed collaboration underscores a mutual dedication to fostering innovation, optimizing logistics operations, and driving sustainable economic growth through robust public-private cooperation.

  4. PEMAP General Assembly and Election 2025

    PEMAP held its General Assembly and Election Day at Microtel by Wyndham, Pasay City, with the theme “The Green Mile: Sustainable Innovations in Philippine Express and Logistics”. The event was graced by the presence of Atty. Carlo Paolo Murcia, Supervising Director of the Department of Information and Communications Technology (DICT) Postal Regulation Division, who provided his commitment to supporting PEMAP on crucial policy matters for industry development.

  5. Philippine Logistics Summit 2025

    We are proud to be one of the partner organizations of Procurement and Supply Institute of Asia (PASIA). In April 2025, PEMAP and GO21 Logistics President Ms. Alma Lumibao Rias gave a presentation at the Philippine Logistics Summit 2025 held at the Ceremonial Hall, Marriott Hotel, Pasay City, on the challenges and opportunities for the growth of Philippine logistics, specifically on the last-mile delivery segment in the supply chain.

  6. PEMAP officers oath taking ceremony

    The Private Express and Messengerial Association of the Philippines (PEMAP) conducted an oath-taking ceremony for its newly elected Board of Directors, held at the DICT Office in Diliman, Quezon City. The event was administered by the Honorable Ivan John Uy, Secretary of the Department of Information and Communication Technology (DICT).

Our History

  1. July 9, 1973

    Presidential Decree No. 240

    To regulate courier operations, express and/or messenger delivery service firms must secure an "Authority to Operate Express and/or Messenger Delivery Service" from the Postmaster General within 30 days.

  2. May 25, 1973

    Administrative Order No. 6 and 6A

    Issued by then acting Postmaster General Felizardo R. Taanbe which outlined the process for applying for authority to operate express and messenger delivery services.

  3. May 25, 1975

    Private Express and Messengers, Inc.

    Established and signed by Mr. Buen T. Mariano of Securities and Messenger Express; Mr. Rogaciano de Leon of Varied Service Mr. Ramon Martin of Reliable Express; Ms. Emerita de Leon and Mr. Romeo David.

  4. May 28, 1976

    Private Express and Messengerial Association of the Philippines (PEMAP)

    Thirteen operators signed the by-laws of the corporation leading to the creation of PEMAP.

  5. 1990

    PEMAP members handle 90% of the business in the industry

    36 of 70 operational firms were PEMAP members. PEMAP companies employed 4,222 men and 1,194 women; a total of 5,416 individuals in the workforce.
